It looks like the site is banned in search engines.
Google output on "make games with pascal" contains very old and irrelevant sites but there is not pascalgamedevelopment.com.:(
The only search query on which Google gives a link to the site is "pascal game development" which means that the site is not banned.

Usually 5+ years old sites with good content are in top 10 on relevant search queries.

Seems that the phpBB itself or with certain configuration is extremely unfriendly to search engines.

Hmm, I think it has more to do with keywords. "pascal game" puts us on top of the first page. "create game pascal" is a bit lower but still on the first page.

It is interesting though that "write a game in pascal" wont score at all, while "write game pascal" does.

Look for other results which are listed higher - absolutely irrelevant.
So for keywords matching the domain name well our site may be in top 10.
Also there is no "cached" link in google for PGD. This means that no content is indexed which explains low rankings.
For some reason search engines thinking that there is no any content on PGD.

Google ranks by links, especially reciprocal ones. So keywords help find it, and links push it to the top. If you want PGD up at the top then link to it from your website.
