    There is now a new interface for Lazarus for Windows CE. An entire widget roadmap and debugging and development information is available at wiki.lazarus.freepascal.org.

    Lazarus & Windows CE

    Well from what I've read, Pocket PCs are really just mini-Windows on an ARM processor. .NET isn't really required, but it is one way to support the platform.
