I am very sure, because I coded the GUI interface in that game and worked on some bug fixing and other tasks on the game. It is coded in Delphi.
If you have it check out the Credits, I'm listed there.
I still have not been paid for the work I did on it, but that's a whole other story!

It seems that very solid and modern (released in 2005) game Act of War was written using Delphi. PE Explorer show this data in .exe:

In RC Data\DVCLAL:
