Novice needs help with creating a game using pascal

I need to make a game that randomizes 8 numbers, that allows the user/player to then put them in order by means of interchanging the numbers with a space before it is completed and the amount of moves made has to be calculated.

The format should be like this...

6 8 1
2 4 9
3 7

so now the game will have to make the tiles move in this order

1 2 3
4 5 6
7 8

PLzzzzzzzzzz help me i have to do this and 5 others ( that i am doing) for monday.
