Their website says Windows XP/Server 2003, etc. I know MS Visual Studio .NET doesn't work on Win98. So, probably no.
Considering C# Builder uses the same actual compiler as VS.NET, same winforms biulder as VS.NET...

Also I'm some what leary with what some of the newsgroup posting have indicated its like. "Buggy" is probable one way to describe the initial release of it.
