All you need is to make central lines to apear to move.
You can do this by making sevel different images with different position of central lines or you can create a static graphic without these central lines and then draw them dynamically for each animation position.
Implementing second approach might be a bit more difficult bit it does provide you with the ability to use different types of central lines without the need to have seperate graphics for them or make bluring effect to represent verry highs speeds.
